Anonymous ftp to seabass.st.usm.edu, the direc-tory is /pub/EaglesBBS. The README there gives a rundown of what's currently available. The Eagles BBS source code is free and distributed under the terms of the GNU General Public License.

Note: I have not uploaded to sunsite, or even publicized EBBS much, because of the rewrite currently underway. I'd rather wait for the new version to be completed and stabilized before too many people start using it!
